Fairbanks North Star Borough holds annual Service Area Annexation Elections
FAIRBANKS, Alaska (KTVF) - The Fairbanks North Star Borough (FNSB) is currently holding its annual Service Area Annexation Elections, with November 17th as the deadline to vote.
According to Borough Clerk April Trickey, these elections are held when a group of property owners files a petition with the borough’s Rural Services Division.
In this petition, the group will request to be annexed into an existing borough service area so that they may receive services such as road construction, road lighting, road maintenance, water, sewer and fire.
Because these services would involve residents in the area incurring a tax, elections are held to give all residents within the area in question an opportunity to vote on whether or not they wish their geographical area to be annexed.
Before the annexation is put onto a ballot, however, the petition filed by property owners must first be approved by the borough assembly. Factors considered by the assembly include whether or not the borough is able to provide the services being requested, how accessible the geographical area is, and whether a new service area needs to be created.
“Depending upon the type of annexation, some service areas require just one election, and some service areas require two elections,” Trickey said. For those requiring two elections, one is undertaken by the current service area, the second by the area to be potentially annexed.
Trickey explained that three service areas are having elections this year: Gordon Service Area, Tan Terra Service Area and Twenty-Three-Mile Slough. For each election, someone must be a qualified, registered voter who lived in the geographical area 30 days prior to the election in order to vote.
This year, the voting period for these elections began October 20th. Voting can be done by visiting the FNSB Clerk’s Office between 8:00 a.m. and 5:00 p.m. Monday through Friday. More information about Service Area Annexation Elections can be found here.
